The project aims to conduct a comprehensive evaluation of policy, regulatory, and resource factors to assess the feasibility and potential impact of establishing a poplar and birch wood pulp production facility in Latvia. The research includes an in-depth analysis of strategic policies, such as climate policy, circular bioeconomy, and sustainable development goals, focusing on their alignment with the proposed facility. It also examines the potential impacts on greenhouse gas emissions, employment, exports, and value creation, using IPCC guidelines for assessments.
Additionally, the project evaluates the regulatory environment, including environmental impact assessment procedures and territorial planning regulations, to ensure the feasibility of the proposed site and address potential challenges. On the resource side, it analyses the availability, quality, and geographic distribution of poplar and birch pulpwood, leveraging detailed forest database information. Predictive models will be developed to forecast resource availability, production dynamics, and market trends.
The project will deliver actionable recommendations for policymakers, assess potential risks, and provide guidance for sustainable resource management and facility development.
